Russia and India create a New Production Center for Vital Pharmaceutical Substances
A trilateral agreement to construct a high-tech pharmaceutical plant in the Kaluga Region was signed on the fringes of the Russian-Indian Business Forum, which took place in New Delhi from December 4-5, 2025.

The agreement was signed by Vladislav Shapsha, Governor of the Kaluga Region; Dharmesh Shah, Head of the BDR Pharmaceuticals Group, and Vikram Punia, President of the Pharmasyntez Group.

In addition to ensuring technology transfer, fostering the joint development of manufacturing competencies, and bolstering both countries' mutual drug security, the facility's establishment will be a significant step in the expansion of Russian-Indian cooperation in the pharmaceutical sector. The project aims to increase the pharmaceutical industry's technological independence and produce APIs for a variety of domestic medications.

Vladislav Shapsha, Governor of the Kaluga Region, emphasized the importance of the international partnership:

High-tech manufacturing has long been concentrated in the Kaluga Region. We are happy to deepen our collaboration with India, a country with a robust pharmaceutical sector and strong scientific heritage. This collaborative project will significantly contribute to the growth of the industry and the local economy while also opening up new opportunities.


Vikram Punia, President of the Pharmasyntez Group, claims that it is precisely these collaborative initiatives that establish a new standard for global cooperation:

Pharmaceuticals is one of the main areas of our long-standing partnership between our two countries. Building an active pharmaceutical ingredient manufacturing facility is a positive development for both countries. We are building the groundwork for the production of competitive drugs and improving drug security by combining the expert potential and manufacturing capabilities of Russia and India.


By 2030, the project will receive a combined investment of about 3 billion rubles from the Russian and Indian sides.
